On Lok adds a social care center to its On Lok program. It provides elderly people with housing assistance, in-home care and home-delivered meals. These services go beyond the On Lok model and offer social support as well as basic medical care. On Lok's growth is supported by federal funding from the Department of Health and Human Services. It can now develop a national model of all-inclusive elderly care. On Lok supported the formation of the National PACE Association. There are now 21 PACE program operating in nine US states.

The PACE Southeast Michigan program offers all-inclusive care that provides a continuum to seniors who want to live in their own homes. These services include counseling, therapy, meals, and physical therapy. In addition, they provide prescriptions, outpatient services, and behavioral health and substance abuse care.
